Prompt: To begin, review the following scenario:

The health department is attempting to track down the cause of a recent outbreak of a particularly virulent virus. While few people have caught it and it is not deadly, it is still a concern because it is not common for a group of people with diverse habits to have similar symptoms without a common denominator. So far, the research has only hit dead ends, and the department is running out of funding. Ed is new to the research team, and he feels that if he finds an answer, it will make his career. So far, Ed has gone through about 25% of the data, and the only common factor that he has found is the following: Of 25% of people who fell ill, 20% of them had recently consumed either chicken or eggs. Based on this information, and the fact that the study is about to end, Ed has decided to extrapolate from the data that the cause of the virus is chickens.

Now, develop a short paper in which you evaluate whether Ed acted ethically, and provide recommendations for the actions Ed should take to ensure he is in compliance with research administrative policies and procedures.
