Solved: Is the Texas DREAM ACT a fair or appropriate public policy decision

In 2011, the Texas Legislature passed and Governor Rick Perry signed into law the Texas DREAM ACT. This law allows undocumented immigrants brought to Texas as children by their parents to pay in-state- tuition rates, (lower cost), at public colleges and universities if they graduated from high school or received a GED certificate in the state. Do you think the Texas DREAM ACT is fair or appropriate public policy decision, or does it treat out-of- state Americans students unfairly?
