Discuss the extent of and the explanations of poverty.   In your answer, make sure you discuss the following to achieve the criteria: To what extent is the structure of society responsible for poverty (2.1)?  To what extent is living in poverty the fault of individuals (2.2)?  Explain two different ways that poverty is measured (income-based, household budget, deprivation indicators etc.) and evaluate how they might lead to different conclusions regarding the extent of poverty in the UK (3.1, 3.2).
